When migrating JIRA to another server, can we use the existing JIRA -addons to new server. After migrating old server will be offline. Can we copy the old server addons jar files and upload to the new server ?

This is not something you can think of in isolation from the rest of the migration.  Are you copying the database, reusing the same one or using xml?  Most migrations tell you to copy the whole home directory, not just the plugins directory, so you get the addons automatically, unless you're starting clean, in which case you should NOT copy them, you should re-install them from scratch.  And so-on.

If both the JIRA setup are of the same version, you can copy the same jars. But do not copy the system add-ons, copy only the custom add-ons you installed previously.

System add-ons are taken care by JIRA itself
