Merge tow jira instances in another one with lower users limit

I'm proceeding to merge two jira instances (Jira A and Jira B) in one jira C. The problem is jira A has 400 user and jira B has 30 users and jira C will be 250 users limit.

I want to use a 250 users licence on jira C because most of the users will be inactive. The question is if I should proced with a develoment licence while I'm disabling the users or I should try another method.

Yes, that's what a developer licence is for, amongst other things. 

However, JIRA won't stop working for admins while you're over the limit, it just locks down a lot of functions until you get down below.  It will still let you log in as an admin and disable the users.
