Mentioning a user in the description during issue creation does not trigger an email

The users in my system often use User Mentions (@) in the description of the issue.

  • The mentioned users have Browse permissions
  • the emails are configured properly (users get other notifications)
  • the Mail Queue is empty
  • None of the mentioned users are added as watchers, nor are the issues assigned to them

The User Mentions trigger a notification email when I edit the Description on an already-created issue.

However, when the users are mentioned in the description during the creation of the issue, the User Mention email is not sent out. 

Any idea why it doesn't work as intended or how I could address this?
