Managing users at dismissal of the worker

Hello!

We are using your JIRA product, ONDEMAND version. Now our license count limits us to 25 users. Meanwhile some our employees left the service and at the same time some new were hired. The whole staff still includes 20 employees, but we cannot create new users since deleting the old ones will lead to the loss of the information about their work process, and the adding of the new users is limited by the acting license count. Does your product provides the possibility to block the users, that will not cause the data loss and still these users won’t be taking into account by the license as they won’t be entering the program?

Flag the users as inactive, and remove them from all roles and groups. No data loss, they should be locked out (unless you've enabled any "anonymous" access), and they won't take up any licence seats any more.

I'd recommend changing their email address to a "null" one and changing their display name to include something like "inactive" as well.

We are having exactly the same issue with our Jira on Demand. Wouldn't mind if we could change the details of the old user to a new person. i.e. change their name, contact details etc.
