Manage Watchers only available for jira-developer role?

I had tried to change permission scheme to include a project group to be able to manage watchers but it is not working nor can they type any users to see just by typing. It is only available if user has jira-developer group. Is there a way to fix it?

There are 2 things. 'Manage watchers' is controlled by the Project permission to manage watchers but finding other users is controlled by the 'Browse Users' global permission.

You need to give your new group permission to both!

Thanks John for your help. I am still struggling with Groovy Runner, so i am stuck on that.
