Making Issue Navigator publicly accessible

Hi..I am in a rush on a project without much time set aside (unfortunately) for reading all the Jira documentation yet. I need to have the Issue Navigator publicly accessible...ie. https://jira.atlassian.com/secure/IssueNavigator.jspa . Pretty much the same thing Atlassian does there.

Can anyone quickly help me out? Or point me to some exact location on where I can start with this? Google wasn't my friend (or I was bad at Googling it).

You need to enable anonymous access.
