Make fields sticky on a JIRA filter

In order to assist my less JIRA savvy coworkers, I would like to build a filter that keeps sort by fields sticky even if there is no data specified in that field to sort.  Is this possible?

For example, I have an issue type of "New Promotion" in our "Promotions" project.  The filter would only pull in those issues but at the top of the filter fields such as "Marketing Channel" and "Merchandising Zone" would show as field options to sort by even if they aren't being used to sort yet. Hi Erica, scroll about 2/3 down on this document.  You might find it easier in this case to use JQL by pressing advanced on the screenshot you have shown.   JQL will give you the power to do some more advanced stuff.
