List of all projects in a custom field

It is possible to add 'Project picker' custom field which will put list of user viewable projects into the dropdown box.

But the problem is that I cannot list all projects available in JIRA even if user has no access to this project. I need this option for the 'permission request' issue type to be able to request access to the project that is already in JIRA.

How can I do that?

You will have to write a new custom field type for this. Should be pretty easy using the custom field plugin module.
