Linking a ticket full URL doesn't work

Use Case: 

1. Go to a Jira ticket
2. Copy the page URL 
3. Go to a different Jira ticket
4. Under More>Link>issue  paste the full URL

Observed behavior:

The URL is not identified as a valid Jira ticket.

The error message is "The issue key "HTTPS://......." doesn't exist.

Expected behavior: 

The Relevant Jira ticket from the URL would have been identified and suggested for selection (Same behavior as when you paste only the URL postfix ProjectKey-### format).

Is that expected behavior?  can we configure something to make the full URL works?
