Limit Reopen capabilities to specified groups

We want to limit the capabilities of who can Reopen an issue after it has been closed in a few of our projects. There's not a Reopen category on the permission schemes. How can we do this in JIRA OnDemand?

Use workflow conditions and make sure the transition is visible only to users in specific groups or project role.
