Licensing for Managing Issues via a User Account

This question is in reference to Atlassian Documentation: How do I assign issues to multiple users

Will we need to pay for an Agent license if we use this workaround?

No.  I think you're thinking of Service Desk Queues, which are a bit different (although they could be used to do the same thing).  You don't need Service Desk to do the queue described in that document
