License for an archival JIRA server?

My company recently sold off a large number of assets, and we have a large number of JIRA tickets that relate to these assets, and I've been asked to remove them from the system. However, a couple of management users want to maintain the ability to query the tickets occasionally for historical info. They want me to set up a second JIRA instance containing everything to date (copy of production), but then start removing stuff from production.

Total number of users needing to query the historical JIRA is no more than 5. Would I need a separate commercial license for this server?

Yes, you need a new licence - the rules at the moment are one server, one license.

However, that is a Production rule. If the second server is for development, test or disaster-recovery, then your main production license allows for that. I *think* a reporting/archive Jira is a Production system, but I think this one is

a) an edge case

b) probably going to be covered as part of Atlassian's "make things better for the Enterprise users" project that they're doing at the moment.

So, I'd plan for a separate commercial license, but email sales at atlassian dot com to get a definitive answer.

In my case they let me use the developer license because it's essentially an archival copy with limited user access, and no new issues will be created.

You need a commercial license for anything that is in production and not considered a test/dev instance. Having said that a 10 user license is $10/year for the download version.
