Last forever when create database

When setup JIRA for the first time I am not able to continue after Creating database problem. This step  last for more than an hour and was not completed.

When I tried to refresh the page I got this error

Oh, this usually means there is something wrong with the database setup.  The only one I have run into is that the language/locale/collation settings are incorrect.  When you created the empty database for JIRA exactly what instructions did you follow?
