Jira view issue permissions/restrictions

Is there a way in Jira to restrict viewing of certain issue from other users without using seperate projects. I have different groups that submit issue on the same proudct thus I want all those issue to go into the same project, however I don't want group A see issue created by group B and vise-versa. There will be another group of "admin" type folks that could see both A and B's issue.

Can Jira do this? Perhaps I need Jira Service Desk. Since this is the type of environment I am setting up.

Any suggestions?

Issue level security lets you do this within projects.
