Jira is used in my new job. Unfortunately, Jira stopped working because previous employee disabled the account (in Active Directory) of the user who installed Jira. What can I do?

How is your Jira installed? Is it maybe running as a service and perhaps under the account of that user?
You mention it stopped working, how does this exactly manifest?
Jira is installed on Windows Server 2012 R2.
Yes, Jira was probably working under the account of that user.
When I start Jira manually by start-jira script in bin I got this error message:
"404
Sorry, the page you're looking for cannot be found"
Tomcat is running.

Could you check the logs what they say, that would give better information.
If Jira was running under that user it could be that the SQL is also thru windows authentication. I would say to check the logs first to see what's going on there.
Also check the service and see under what account that runs, it would be better to create a service account for it.
A 404 could be so many things but we need more information.
