Jira server error with tempo when using xml account import

We are using the tempo plugin and attempting to pull account/customer information via the xml import functionality. When we put the url from which to pull the xml file, after about 30 seconds, we receive the following error:
"The JIRA server could not be contacted. This may be a temporary glitch or the server may be down.

Close this dialog and press refresh in your browser"

I have attempted this on two different ondemand instances and receive the same error. Has anyone here got the xml import working with tempo? I've followed the documentation so I am not quite sure what else could be wrong.

I have attempted to push the xml via a webservice and just a plain xml file hosted on a webserver, with both resulting in the same error.

Any help is appreciated =)
