Jira seems to be violating the idempotent property of GET

JIRA has href links which if clicked will change the state of the bug. For example, "assign the bug to me" is a hyperlink. Doing a GET on that will change the state of the bug. GET should be an idempotent operation but with JIRA it is not.

Is this understanding correct? If so, how do we workaround this issue
