Jira report of commits without reviews

How can I get JIRA to report all the issues that have code commits but don't have any reviews?

We use SVN and Fisheye/Crucible.

Maybe not exactly what you are looking for, as it runs in FishEye/Crucible rather than in JIRA, but you may want to use https://marketplace.atlassian.com/plugins/com.atlassian.fecru.plugins.fecru-revset-report-plugin/server/overview plugin.  Basically it allows you pick up 2 revisions in your repository, will traverse all the changesets on the ancestry lines between those revisions and prepare a report of changes that may not be ready for release yet.  E.g. changesets linked to open JIRA issues, but also changesets that are not part of any review.

Nothing out of the box, there is no JQL for the "code commits" information in JIRA. You might want to vote for this issue https://jira.atlassian.com/browse/JRA-25344.
