Jira performance problems in Jira 7.11.1

Is anyone else running Jira Software 7.11.1 and have noticed performance issues when initially loading the logon page? I ran into this issue when doing some functional testing that it took up to 60 seconds to do the initial load. Once the page is in the browser cache everything is working fine. Once the server is restarted the initial load is back to normal.

Jira 8.5 or 8.13 as lucene dependency improvement I do recommend
