I have created user accounts for people but they did not log in and set their password or they forgot what they set there password to. Is there a way for me to resend the email for them to set/change their password.

There is no option to resend the email at the moment but they could reset their passwords by clicking on "Unable to access your account?" at the login screen of your instance. With the email address they will be able to retrieve the Username.
