We are planning to migrate our JIRA Software 7.1.9 ((Commercial (Data Center)) to Jira Software 8.13.6 ((Commercial (Data Center)). Maybe someone has a migration plan what tasks should be done that not miss a single step?

This is not a migration, it is an upgrade. We can't plan your upgrade (or migration) for you, we don't know what you've got or what business/user requirements you have for it.

Sorry, maybe not clearly described the situation.
We are using JIRA Software 7.1.9 Data Center at the moment. At the same time, we have configured new updated Jira Software 8.13.6 in another data center. And we need to migrate all data from one data center to another with all data and etc. We have installed all necessary plugins already. So maybe is some guide or instruction which describes all steps for this migration?

Ok, does the 8.13.6 have any data in it you want to keep, or is it just as simple as a wholesale move of the 7.19 one?

No, 8.13.6 it'a fresh Jira and we want to transfer all data from 7.19 to 8.13.6.

Ok, you've got some simple options, as that's not a merge, but is pretty much a lift-and-shift.
The easiest option is to upgrade the 7.19 to 8.13, then take a copy of its database and attachments, restore them over the top of the empty Jira on the new server, start it up and run a full re-index. If your data is not massive, you could also transfer the data by xml export and import instead of copying the database.
There are other options, like using project import to do it one at a time (still requires you to upgrade the source to match the target). There are also tools to only take some projects, or doing them in batches, which are version independent. But all of these are partial options and much slower than doing everything in one go as above.
