Jira default assignee is not the project lead

I want to set the project's default assignee to a user other than the project lead. I don't see how to do that. I found a best practices page on assigning to multiple users, but nothing on how to do what I want. Can someone point me in the right direction, please?

You could define a component in the project. You can then specify anyone to be the component lead, and then set the component lead as the default assignee.

Or you could write a Post Function in the workflow script to change the assignment from the project lead to the other user when the issue is created. For example: https://answers.atlassian.com/questions/66562/set-assignee-to-some-specific-user-in-post-function-script
