How can I make this automation rule?

You'll want something like this:

Thank you for your reply. I am unsure how to create the branch with related issues "tested by" in JQL as in does not appear in the simple branch

You should be able to do this without the JQL. There should be a drop down for linked issues. Then you just select tested by from the list:
