we are about to upgrade the following products to the latest if possible,
however We are having problems finding the proper steps for the upgrade.
1 - Atlassian Confluence 5.10.4
2 - JIRA Project Management Software (v7.1.9#71013-sha1:1aa0586)
can someone please assist :)

I would strongly recommend taking Confluence 5.10 -> 6.15 -> 7.latest-long-term-support and even more strongly recommend Jira is done 7.1 -> 8.0 -> 8.latest-long-term-support (or 7.14 instead of 8.0)
If you get stuck following the docs, let us know where you are and what is different to the standard docs.

I am absolutely sure Community members are willing to help in detail if you provide some details but could you please give a hint what especially is needed?
At least for Jira I could give a general advise: try to first Upgrade to Jira 8.0.0 then going further up to (at the moment of writing) version 8.14.

I guess this would be a new upgrade, I am just wondering If I can install a new version and migrate data over, we are using MSSQL as DB.

The upgrade matrix is just a very nice overview of new features that came in during last versions.
Your high-level plan looks okay but in details it can very and as per documentation there are several ways to achieve the goal. Carefully check and be sure you are not missing anything.
Please in any case do not forget to do backups and test on a non-production environment first - especially if you are not very familiar with the process, yet.
