Jira User import/export

Hi, is there an option in Jira 7.11. to import/export users with their permissions and groups. In case if I'm set up Jira with all the Roles, Groups on my local development, but now I need to move to production.

There are plugins like Project Configurator or Configuration Manager, which let you import/export Jira configuration including users, groups and their permissions.

You can use the Jira User Export to do this: https://marketplace.atlassian.com/apps/1220535/jira-user-export?hosting=server&tab=overview

It is free but for Jira Server only.
