Currently I can't acccess jira due to Jira Startup Failed.

Could you please tell me how can I resolve this issue?

You've already got Jira running, or you killed it without letting it clean up.

Work out if it's already running, and stop it if it is. Then you can remove the .jira-locked file in that directory and restart it.
