If we would use Jira ServiceDesk in combination with confluence I have to ask, if a verified user, who logged in to create a ticket, and should use the knowledge base confluence, need a license. Or could you define users in JiraServiceDesk, who only have reading permissions in confluence,
and you dont have to aquire a license.

If this user is in a group in JIRA they will need to consume a license, however, if they are an anonymous user in JIRA and signed up on their own you can set the space permission for anonymous viewing access in Confluence per the Serving customers with a knowledge base article:
Anyone can read articles |
Only displays if your project has a login-free portal. Anyone can search and browse knowledge base articles via the customer portal or a link for free. People can also discover your articles via search engines. |
This option is best if you want your team to write articles and share them with customers. |
Everyone with access to your service desk |
Users who don't have a Confluence license can read knowledge base articles via the customer portal or a link for free.
