Is there a possibilty that a person can be able to create or log a ticket on Service Desk withouth having a user account on Jira?

Hey there, Adan.

Since Service Desk is a plugin for JIRA, you will need to have a JIRA account to be able to create a ticket on it. However, you can consider the usage of Anonymous users to be able to browse and create tickets:
