Jira OAuth can we get request token without add-on

I am trying to use JIRA OAuth, to get request token, I could not find any complete example for ASP.NET.

Even I could not get request token by using Jar files from: https://developer.atlassian.com/jiradev/jira-apis/jira-rest-apis/jira-rest-api-tutorials/jira-rest-api-example-oauth-authentication

I am building my application in ASP.NET.

Please help to resolve this issue.

for example python code?
