Jira Last Session

Under User Management the Users page allows me to see when users last logged into the site using the Last session column.  However, if I look at "Application access" the Last Session column says "Never logged in".  Which is neither true nor helpful.  I would like to know if people are using all of the products they have access to or not.  How can I do that?

You could always ask Atlassian for the access logs and validate it through those logs.
