Is there a way to block email notifications from jira every time there is an update on the issue for the assignee and or reporter?

Hi @Elif Alverson - It depends upon whether your project is Team Managed or Company Managed:
Team Managed
You can adjust notifications here:
https://INSTANCE.atlassian.net/jira/software/projects/PROJECTKEY/settings/notifications
Company Managed
You'll need to adjust the notification scheme. Note - It is common for notification schemes to be shared across projects so you'll want to assess that before making the decision on whether you can update the notification scheme or create a new one. Notification schemes can be managed here:

In JSM you would have to turn off the customer notification that sends out the email in order to stop the notification to the reporter, and for the assignee you would have to modify the notification scheme used. Have a look at this KB for more information about notification schemes.
