Jira Document Library

Would it be possible to add a document library to my Jira environment instead of just the possibility to add attachments to an issue or project?

This document library should have the possibility top upload and download files and create maps, so that i can be used as a reference database containing manuals etc.

That's one of the things Confluence does (better than trying to kludge something into an issue tracker that is not for documentation or attachment management). You might want to add that to your OnDemand account.
