Jira Data Center - can't switch off external user

We migrated Jira from the cloud to the Data Center. There were no problems with Confluence. Users are fully managed. But Jira does not allow editing users. External user management is disabled. Tried turning it on and off again - didn't work. I cannot reset the password for any user, user cannot reset the password in the login window. All signs that 'External user management' has not been turned off. External user management - OFF. External user management - OFF again. No option to set a password. What is the problem?
