Is a REST API exposed for creating rules?

For example, we'd like to create a rule on a per-project basis automatically, not manually via the "Administration -> Add-Ons -> Commit Acceptance" link. A global rule isn't practical. As we onboard a team to our build farm, our onboarding app sends a REST call to create a rule for that project only (we only want to enforce for 'onboarded projects').

The Commit Policy add-on offers the same verification logic and more (see comparison).

It does not enforce a 1:1 version-control-repository-to-JIRA-project relation.

You can create a policy use that in any number of repositories. Policies can check against multiple project (as it allows to use full-feature JQL queries), and not every repository is required to have a policy. So, it offers complete freedom where you apply it and where not.
