Jira Application Server 8.6 setup. No "'Set up application properties" screen

I am installing Jira Server and need to restore data from XML during installation (see this screen as per the documentation: https://confluence.atlassian.com/jirakb/importing-data-via-setup-wizard-941589200.html step 3.

But I do not have this screen. Anybody knows why? And how can I complete "Migrating from Jira Cloud to Server applications"

I think the restore from XML during installation has been removed in 8.x.x. The way I have bypassed it when I had to restore my test environment with a new install was to set up the admin account, use the developer license on the license page and when you get to the screen where it asks you to set up a project, select it and then do skip I believe.  From here you can go to Administration > System and do the restore from here.
