Jira Activity Stream - can I use it for compliance? or is it temporary?

Somewhere - I thought I read that the Activity Steam was temporary and based on database size of 200,000 entries.  Is this true?  I really trying to understand if the activities stream is a permanent record.  If it is limited by database size, is it at individual project level or company level?
