When attempting to create an issue in a newly created project, the following error occurrs:
The JIRA server was contacted but has returned an error response. We are unsure of the result of this operation. Close this dialog and press refresh in your browser
Creating issues in existing projects work without error. The logs, atlassian-jira.log and Catalina.out, using tail -f in CentOS do not update with any clues on why this happens.
The answer to this dilemma is, each new project needs to have roles and permissions established before attempting to create an issue. Even if the person creating the project is an administrator.
