We have Jira 3.1.3 Enterprise and want to migrate to Server 2012 with IIS8.

I Cant get Jira 3.1.3 running under IIS8 (No Permission)

Jira 6.0.4 runs perfectly. can we use 6.0.4. with the same licence ?

if not, how can we get 3.1.3 running under IIS8 ?

whats the procedure to get all datas from the old system to the new one ?

If your license is current then you can upgrade. If you license expired then you need to upgrade your license first. There are many answers for upgrading from 3.X to 5.X. From what I remember, you must upgrade to 4.4 first before trying to upgrade to 6.X. You need to read all the upgrade notes. This upgrade may not be easy to do given the number of changes Jiras has gone through, so practice first.

And is there a way to get 3.1.3 running under iis8 ?

It's no different from any other version of Jira - you'll need to read https://confluence.atlassian.com/display/JIRA/Integrating+JIRA+with+IIS - at a glance, that's still valid for 3.x of Jira
