If you are using JSD Cloud you may be experiencing the issue reported in JSDCLOUD-5373 where anonymous access to the Knowledge Base have broken image and link.
If you are running an on-premise version of Jire Service Desk the next step is to review the logs from the time when the page was accessed to see what the message is. If you do have an on-premise instance reproduce the issue and provide the log snippent from that time.
