Is there a way to find out all JIRA tickets that have fixVersion of RTH_Beta and are not completed yet, that are linked to an epic that has fixVersion of RTH_03 ?

Similarly, Script Runner is free and has jql functions for querying links: https://jamieechlin.atlassian.net/wiki/display/GRV/Scripted%20JQL%20Functions#ScriptedJQLFunctions-MoreComplexExamples

The above link is a great plugin that helps us do JQL queries like that.  I don't think it's possible without it unless you went into the SQL DB to try and pull that data out.
