I'm sorry to say that at the moment there doesn't seem to be any pre-designed integration tool for the two platforms but JIRA does provide an extensive API that you could use to develop a custom integration between the two applications, although I'm not familiar with Serena PVCS VM so I'm not sure how possible it would be to integrate the two. However, if this isn't something you think you could do yourself then you could enlist the assistance of an Atlassian Expert who would be able to assist you by developing a custom integration solution for you.
