JIRA version installed and moved previouse jira db and it shows "There is a problem with your JIRA access".

We have insalled JIRA 7.0.10 recently for testing purpose on new local machine.It installed successfully and configured all informations on dbconfig.xml file using empty mysql db.Then we tried to site it worked.After that we copied backup mysql .sql file running on JIRA 6.3.15 production box to the empty db.Then the error message shows,

The upgrade process tries to do an export of your existing data before it tries to upgrade it.

This process is failing because you have one or more add-ons in the 6.3 install that are not in your 7.1 installation - the backup routine is trying to export their data, but can't do it because it doesn't know how to read/write it without the add-on in place.

You could pre-install the missing add-on(s) before the upgrade, or you could just skip it by telling the upgrade not to do the export.  (As you have the SQL backup, you probably don't need the export, so I'd skip it and see how you get on with the rest of the upgrade)
