JIRA v5.1.1 allows tickets to be unassigned when flag set to Off

After upgrading to JIRA v5.1.1 we set the Allow Unassigned Issues flag to Off and set the default assignee to the Project Lead. When submitting issue or subtasks, the new tickets are unassigned.

Has anyone else seen this behavior? How did you resolve?

Issue was specific to an individual project configuration. We have modified the configuration and resolved the issue.

Looks like there is an error when you are creating the ticket. What does the logs say?
