The scenario is the following: we use download-JIRA as issue tracker, and an outsourced company uses ondemand-JIRA as issue tracker and the outsourced company needs to send tickets to us.
I am looking for the easiest setup to do it.
Currently the outsourced company does an Issuenavigator export in xls, sends it to us, and it is imported by me. Unfortunately you need to be system administrator to do imports, so I need to clean the xls, restructure if if needed, convert to csv, and then import it.
Of course the import should be done by one of our users who is the contact person for the outsourced company.
Is there an importer tool which can consume JIRA export excel files and import it to a JIRA project where the user have Create Issues permission but not more?
We resolved this by using the newest JIM which enables importing data from CSV for non-admin users. Hopefully it will support importing JIRA exports too.
You might want to look at ConnectAll which can seamlessly transfer the issues and keep them in sync. You can even selectively map the fields and values on the tickets and also configure bi-directional or single directional sync.

Thanks Jobin. Our instance is behind firewall, is ConnectAll able to work behind it and drain tickets from an ondemand JIRA? Do we need to install it in our environment?

To expand a little bit more, it is not a JIRA add-on. It is a products which sits in between and does the sync. You can request for a demo at Go2Group website.

You will have to install it in your environment and it can talk to onDemand instance from there. Actually, you can install it anywhere as long as it can reach both instances via the remote APIs.
