JIRA project permission scheme

Hi,

Just to confirm, if a permission scheme states that a project role "users" can Browse this project, does it mean any user added to the users role AND the group assigned to the users role have browsing privileges?

Yes, the permissions are additive.  If you add a user into the user side, they can see the project.  If you add a group to the role, then all the users in that group can see the project.
