JIRA permissions to let someone from outside the company create issues

Hi, wise people! How can i configure JIRA permissions to let someone from outside the company create issues, view their own issues, and yet not see any other issues in the system?

Give them an account as usual.

Then you probably need to re-engineer the default permissions in the projects.  The defaults make a lot of use of "can log in" or "any logged in user", and you need to remove that to prevent every user seeing everything (remembering to replace it with access for your existing users)

You can then set up security schemes to limit the issues to "reporter", or, better, use the "Reporter browse" permission to limit the view for the user.
