JIRA not correctly setting date after DST was canceled in Brazil

We verified that despite server time and our JIRA instance being configured with the correct timezone (São Paulo GMT-3) issues created still display incorrect time(for example now it's 09:48 local time, yet issues show 10:48), ever since we should have entered DST yesterday, however DST was canceled in Brazil.

How can we correct this?

We reported this bug last week to prevent this issue to happen:

• Brazil's daylight saving

For now, on Server, there is a workaround to adjust the daylight saving time. Please, follow the steps of the documentation below and let us know how it goes:
