JIRA key is saying confluence is already using it

I have created many projects and spaces using the same key and not had any issues.

However, recently I created a space with a key and then tried to create a project with the same key and I get an error of “Project ‘https://confluence/display/LANCE/Home' uses this project key”.

The first thing that is odd is that this is a confluence page and not a project.  Why would it say this?
Even if I copy and paste this link it takes me to the confluence page and not JIRA.

Any idea on how I get it to understand that this key is not in use?

I have double checked that it is not in use as I have listed all projects and have done a search for this key and nothing has been found.

No idea how, but issues was that the key was a URL address.
