JIRA indicating a smart commit failed when the smart commit made the correct updates to the issue Edited

When I run this smart commit 

git commit -a -m "TEST-1234 #comment testing smart commits"

I get back a message from the server saying it was not succesful as follows

remote: [15:09:27] [ERROR] [JIRA Transition] The user rrogowski has no permissions to access one of the issues [TEST-1234]
remote: [15:09:27] [ERROR] [Jira Link] Can not execute Jira action. Jira is not available

but, the comment appears correctly on the ticket

Any ideas on what is wrong with the set up? We have an application link set up with smart commits enabled.

Versions:

JIRA 7.3.7

Stash 4.4.1
