JIRA constantly wants to run the setup wizard everytime

This is on a CentOS 7 box.

The machine was configured by a colleague and I was able to login. I am in the process of migrating Bugzilla to JIRA and due to some bad online advice (I believe it was minimally unnecessary), I re-ran the $JIRA_HOM/bin/config.sh script. I didn't change anything outside of saving and existing (which wrote out a dbconfig.xml).

But now when I access the server, JIRA thinks it needs to re-setup the database again. Why? What's worse is that if I zonk in the correct postgres parameters, JIRA complains the database is not empty (which it is not).

 What is going on? How do I get it to just use the database that is already there?

And of course, I ran that script as root so the permissions were wrong on dbconfig.xml. My bad.
